ORDINANCE NO. 65-2003
AN ORDINANCE OF THE CITY OF ANNA, TEXAS, AMENDING
CHAPTER 7 OF THE CITY OF ANNA PERSONNEL POLICIES
MANUAL, ADOPTED BY ORDINANCE NO. 2001-12, THROUGH
ADDING A PROVISION RELATING TO EMPLOYEE LEAVE
RESULTING FROM INCLEMENT WEATHER CONDITIONS;
PROVIDING FOR A REPEALER CLAUSE; PROVIDING FOR A
SAVINGS CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE
Whereas, the City Council of the City of Anna has reviewed Chapter 7 of the City of
Anna Personnel Policies Manual regarding leave policy during conditions of inclement
weather; and
Whereas, the City Council has determined that changes need to be made in the City of
Anna Personnel Policies Manual in order to provide for a more effective, efficient, and
orderly operation of City business; now therefore
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ANNA:
Section 1. Chapter 7 of Ordinance No. 2002-12 Amended
Chapter 7 of the City of Anna Personnel Policies Manual, adopted by Ordinance No.
2002-12, is hereby amended by adding Section 7.12, to read as follows:
(a) When weather conditions such as severe thunderstorms, tornados, flooding, ice,
sleet, or snow prevents an hourly employee from reporting to work, the employee
shall contact his/her supervisor immediately. If the supervisor approves leave
because of weather conditions, the employee may schedule additional work
hours during the same pay period or immediately succeeding pay period to offset
the hours lost as a result of inclement weather conditions, with approval of the
supervisor. Pay for such offsetting hours shall be a regular salary.
(b) If an hourly employee is at work for less than six (6) hours and is sent home due
to inclement weather conditions, the employee may schedule additional work
hours during the same pay period to offset the hours lost as a result of inclement
weather conditions, with approval of the supervisor. Pay for such offsetting
hours shall be at regular salary.

(c) If an hourly employee is at work for six (6) hours or more and is sent home due
to inclement weather conditions, the employee shall be paid for a full eight hour
day.
Section 2. Repealer Clause
All ordinances of the City of Anna in conflict with the provisions of this ordinance are
repealed to the extent of that conflict.
Section 3. Savings Clause
If any section, subsection, sentence, clause, or phrase of this ordinance is for any
reason held to be unconstitutional, void, or invalid, the validity of the remaining portions
of this ordinance shall not be affected thereby, it being the intent of the City Council in
adopting this ordinance that no portion thereof, or provision or regulation contained
herein shall become inoperative or fail by reason of the unconstitutionality or invalidity of
any section, subsection, sentence, clause, phrase, or provision of this ordinance.
Section 4. Effective Date
This ordinance shall take effect immediately from and after its passage by the City
Council and approval by the Mayor.
