ORDINANCE NO. 76-2003
AN ORDINANCE OF THE CITY OF ANNA, TEXAS, ADOPTING THE 2000
EDITION OF THE INTERNATIONAL FUEL GAS; ADOPTING THE NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENTS RECOMMENDED
AMENDMENTS, AS AMENDED HEREIN; ADOPTING A SCHEDULE OF
FEES; AUTHORIZING THE MAYOR OR HIS AUTHORIZED
REPRESENTATIVE TO ENFORCE THE PROVISIONS OF THE
INTERNATIONAL FUEL GAS CODE; ESTABLISHING A PENALTY OF NOT
MORE THAN TWO THOUSAND ($2,000.00) FOR EACH INSTANCE OF
VIOLATION; PROVIDING A REPEALER CLAUSE; PROVIDING A SAVINGS
CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City's existing building codes have been determined to be in serious need of
updating; and
WHEREAS, the state had mandated that the International Codes or comparable regulations are
to be used if the City intends to regulate building construction and related activities; and
WHEREAS, the other cities in the North Central Texas area have adopted or intend to adopt the
International Codes and the city council desires that the City of Anna should have building
standards comparable to other cities in the area; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS:
Section 1. International Fuel Gas Code adopted.
The city council hereby adopts the 2000 Edition of the International Fuel Gas Code. Copies of
the Code, and the amendments thereto, as referenced herein, are on file in the office of the city
secretary for permanent record and inspection. The mayor, or his authorized representative, is
hereby authorized and directed to enforce all provisions of the International Fuel Gas Code, as
adopted herein and as amended.
Section 2. Amendments.
The city council hereby adopts the North Central Texas Council of Governments Recommended
Amendments to the 2000 International Fuel Gas Code, which are attached to this ordinance as
Attachment A.
Section 3. Inspection and service fees.
The schedule of fees for various inspection and other services performed by the code

Section 4 Penalty
Any violation of any of the terms of this ordinance, whether herein denominated as unlawful or
not, shall be deemed a misdemeanor. Any person convicted of any such violation shall be fined
in an amount not to exceed two thousand dollars for each incidence of violation. Each day of
the continuance of such violation shall be considered a separate offense and be punished
separately.
Section 4 Repeal Clause
All parts of any ordinance in conflict with the provisions of this ordinance are to the extent of
such conflict hereby repealed.
Section 5 Savinas Clause
If any provision of this ordinance shall be held to be invalid or unconstitutional, the remainder
of such ordinance shall continue in full force and effect the same as if such invalid or
unconstitutional provision had never been a part hereof.
Section 6 Effective Date
This ordinance shall be effective upon the posting and/or publication of its caption as required
by law and the City Secretary is hereby directed to implement such posting and/or publication.

enough to allow removal of the largest appliance. As a minimum, access to the attic space of residential

2. A Dull down stair.
3. An access door from an upper floor level.

capable of being serviced and removed through the required opening.

such piping is subject to exposure to excessive moisture or corrosive substances, the piping shall be
protected in an approved manner. As an alternative to installation in channels, the piping shall be
installed in accordance with Section 404.11

(Reason: To clarify the size requirement. Consistent with regional amendment to IMC 504.6.)
"Section 613.6.1; change to read as follows:
613.6.1 Maximum length. The maximum length of a clothes dryer exhaust duct shall not exceed 25 feet
(7620 mm) from the dryer location to the outlet terminal with not more than two bends. When extra bends
are installed the maximum length of the duct shall be reduced 2.5 feet (762 mm) for each 45 -degree
(0.79 red) bend and 5 feet (1524 mm) for each 90 -degree (1.6 rad) bend that occur after the first Iwo
bends, measuring in the direction of airflow.
(Exception is unchanged)
(Reason: To make more consistent with regional practice. Dryer technology has improved to the point
where they should be capable of handling this. Consistent with regional amendment to IMC 504.6.1.)
"Section 620.2; change to read as follows:
620.2 Prohibited use. One or more unvented room heaters shall not be used as the sole source of
comfort heating in a dwelling unit.
(Reason: Gives code official discretion. Correlates with amendment in IMC Section 102.2)
"Secffon 623.1.1; change to read as follows;
623.1.1 Installation requirements. The requirements for water heaters relative to access sizing, relief
valves, drain pans and scald protection shall be in accordance with the International Plumbing Code.
(Reason: To clarify installation requirements. Also corresponds with amendments regarding water heater
access.)
