ORDINANCE NO. 170-2004
AN ORDINANCE OF THE CITY OF ANNA, TEXAS, ESTABLISHING A POLICE
DEPARTMENT AND THE POSITION OF POLICE CHIEF AND ESTABLISHING
POWERS AND DUTIES OF THE POLICE CHIEF.
WHEREAS, the City Council desires to establish a Police Department with a clear chain
of authority and responsibility for its operations; and
WHEREAS, the City Council believes that appropriate position to direct the affairs of a
Police Department is a Police Chief with general and specific duties consistent with
State law; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS:
Section 1. Police Department Established
There is hereby established the City of Anna Police Department.
Section 2. Position of Police Chief Established
There is hereby established the position of Police Chief for the City of Anna, with
powers and duties as described in this ordinance and future amendments thereto.
Section 3. Power and Duties
The powers and duties of the Police Chief shall be:
(a) To administer the Police Department in an efficient manner under the direction
and guidance of the City Council and City Administrator/Manager;
(b) To devote all of his/her working time and attention to the affairs of the Police
Department;
(c) To hire police officers and other Police Department employees, subject to City
Council approval, and exercise supervision and control over those officers of the
Police Department, to direct and monitor the conduct and operations of those
officers, and to ensure that all officers and employees of the Department are
adequately trained and licensed to perform their required job duties and
responsibilities under all applicable laws and regulations;

(d) To attend — or to designate one of the Police Department officers to attend — all
meetings of the governing body;
(e) To work closely with the City Administrator/Manager, Mayor and City Council to
prepare and submit to governing body, prior to the beginning of each fiscal year,
and at all other times requested by the City Council, a budget of proposed
expenditures for the ensuing year, showing in as much detail as practicable the
estimated amounts by months for the efficient operations of the Police
Department;
To apply for grants and other financial assistance for the Police Department as
approved by the City Council;
(f) To recommend to the governing body, in writing, from time to time, for adoption,
such measures, as he/she may deem necessary or expedient;
(g) To do and perform such other duties as may be prescribed by ordinance or
resolution or the governing body of the City;
(h) To plan and direct the implementation of the department's short- and long-term
goals, objectives, and strategies;
(i) To write reports on Departmental activities and to supervise officers and other
Department employees in the preparation of reports to the City
Administrator/Manager and Council;
0) To perform budget estimates, control expenditures of departmental
appropriations, and establish operational standards for the department;
(k) To direct and participate in police officer training programs;
(1) To directly supervise recruits and other subordinates;
(m) To be responsible for criminal investigation and prevention;
(n) To be prepared and able to pursue suspects in vehicles or on foot.
(o) To representation of the Police Department in all significant public relations
matters.
(p) To be available on call at any given time to respond to emergency situations.
