SPECIAL CITY COUNCIL MEETING
April 18, 2006 7:00 PM
Community Room, Texas Star Bank
The City Council of the City of Anna met in Special Session at 7:00 P.m., Tuesday, April
18, 2006, at the Community Room. Independent Bank, located at 101 N. Powell
Pkwy.(Hwy. 5), to consider the following items. Please note the location of meeting

1. Call to Order.
Mayor Kenneth Pelham called the meeting to order at 7:01 p.m.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham and Council Members Lynn Mosier, Billy Deragon, David
Crim and J. W. Finley were present. Council Member John Geren was absent.
3. Pledge of Allegiance.
4. Citizen comments.
None
5. EXECUTIVE SESSION: Under terms of Chapter 651 of Texas Government
Code the City Council may enter into CLOSED SESSION or Executive
Session to discuss the following:
a. Purchase, exchange, lease, or value of real property (Government
Code, Chapter 551.072).
b. To consult with legal counsel on matters in which the duty of the
attorney to the governmental body under the Texas Disciplinary
Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Government Code. (Government
Code, Chapter 551.071).
c. The council reserves the right to return to executive session
throughout this meeting.
6. Consider and act upon Items listed under Item 5 Executive Session, as
necessary.
No items to act on. Council did not convene to executive session.

7. Consider/Discuae/Action regarding Throckmorton Creek Regional Sewer,
Including financing of project
City Manager, Lee Lawrence had a handout for council members and made a
presentation to council regarding the location, obtaining easements, description
of the project, each cities obligation, design and construction of project. Mr.
Lawrence also answered questions that council members had on the project,
financing of the project and future development in the City of Anna. Council
Member Deragon made the motion to table this item until the next council
meeting. Council Member Crim seconded the motion. Motion passes.

8. Adjourn.
Council Member Crim made the motion to adjourn at 7:43 p.m. Council Member
Finley seconds the motion. Motion passes.
