SPECIAL CITY COUNCIL MEETING AGENDA
July 31, 2006 7:00 PM
Community Room, Texas Star Bank
The City Council of the City of Anna met in Special Session a( 7:00 P.m.. Monday, July
31, 2006, at the Community Room, Texas Star Bank, located at 402 W. White Street
(FM 455), to consider the following items.
1. Call to Order.
Mayor Kenneth Pelham called the meeting to order at 7:09 p.m.
2. Roll Call and Establishment of Quorum.
Mayor Pelham and Council Members Anderson, Green, Garen, Crim and
Deragon were present. Council Member Mosier was absent.
Council Member Deragon made the motion to go into dosed session at 7:10 p.m.
Council Member Garen seconded the motion. Motion passes.
3. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, the City Council
may enter Into closed session to:
a. discuss or deliberate the purchase, exchange, lease, or value of real
property (Tex. Gov't Code §551.072);
b, consult with legal counsel on matters in which the duty of the
attorney to the governmental body under the Texas Disciplinary
Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Government Code. (Tex. Gov't
Code §551.071).
The council reserves the fight to enter into executive session at any time
throughout this meeting under any applicable exception to the Open
Meetings Act
Council Member Decagon made the motion to go into open session at 7:57 p.m.
Council Member Anderson seconded the motion. Motion passes.

4. ConsidenDiscusslActlon on the Clean up from new well water transmission
line construction.
City Manager, Lee Lawrence stated that staff had followed up on the items that
Council Member Mosier had inquired about and discussed remaining issues with
Council Member Mosier concerning putting sod or grass seed down at this time.
Council Member Garen made the motion to take no action. Council Member
Green seconded the motion. Motion passes.

5. Consider/Discuss/Action on an Ordinance requiring Installation of a Peep
Hole in the front door of newly constructed homes.
City Manager, Lee Lawrence explained that staff does not present an ordinance
at this time. Some items that need to be discussed are (1) some people dont
want them; (2) some have windows, etc by their front doors and don't need them;
(3) the height they need to be at is home owner specific and (4) legal issues such
as applying it to new development and riot immediately. Council Member Green
made the motion to take no action. Council Member Anderson seconded the
motion. Motion passes.

6. Consider/Discuss/Action on an Ordinance prohibiting parking on
sidewalks.
City Manager, Lee Lawrence stated that Ordinance 95-14 covers no parking on
sidewalks and answered questions from council members. Council Member Crim
made the motion to take no action. Council Member Garen seconded the motion.
Motion passes.

7. Consider/Discuss/Action to make changes In City Management.
Mayor Pelham handed out copies of the last review for the City Manager. Council
Member Crim made the motion to terminate the contract of the City Manager.
Council Member Geren seconded the motion. Discussion among Council
Members followed. City Manager, Lee Lawrence responded to comments made
by council members. Motion fails.

8. Consider/Discuss/Action on a site selection for construction of
permanentilong term City Hall.
Developer Richard Skorburg with Skorburg Company spoke to council on
selecting his development area for his construction of a City Hall. Developer
Taylor Armstrong spoke on selecting his development area for the construction of
a City Hall. Council Member Geren made the motion to go with the Skorburg

property contingent upon a development agreement being approved by staff and
council. Council Member Deragon requested council amend the motion to
include having a workshop to discuss the sites for the City Hall further. Motion
passes.

9. Adjourn.
Council Member Anderson made the motion to adjourn at 9:02 p.m. Council
Member Garen seconded the motion. Motion passes.
