SPECIAL CITY COUNCIL MEETING AGENDA
August 15, 20D5 7:00 PM

The City Council of the City of Anna met in Special Session at 7:00 P.m., Tuesday,
August 15, 2006, at the Community Room, 'Texas Star Bank, located at 402 W. White
Street (FM 455), to consider the following itenns.
t. Call to Order.
Acting Mayor John Garen called the meeting to order at 7:26 p.m.
2. Roll Call and Establishment of Quorum.
Acting Mayor Garen and Council Members Lynn Mosier, Keith Green and Billy
Deragon were present. Absent were Mayor Pelham and Council Members David
Crim and Kevin Anderson.
3. DlscussionfAcdon regarding a presentation on a Public Improvement
District (PID) to support development of Anna Ranch, including request for
direction from council regarding negotiations with developer (Andante
Development).
Developer, Steve Topletz presented a power point presentation for a Public
Improvement District for Anna Ranch a Master Planned Community and
answered questions from council members. Council Member Deragon made the
motion to table this item until after an executive session. Council Member Mosier
seconded the motion. Motion passes.
AYE 4 NAY 0 ABSTAIN
Council Member Green made the motion to go into executive session at 8:01
p.m. Council Member Deragon seconded the motion. Motion passes.
AYE 4 NAY (1 ABSTAIN
4. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, the City Council
may enter into closed session to:
a. discuss or deliberate the purchase, exchange, lease, or value of real
property (Tex. Govt Code §551.072);
b. consult with legal counsel on matters in which the duty of the
attorney to the governmental body under the Texas Disciplinary
Rules of Professional Conduct of the State Bar of Texas clearly

conflicts with Chapter 551 of the Government Code. (Tex. Gov't
Code $561.071).
The council reserves the right to enter into executive session at any time
throughout this meeting under any applicable exception to the Open
Meetings Act.
Council Member Mosier made the motion to return to open session at 8:45 p.m.
Council Member Deragon seconded the motion. Motion passes.

Recess until 8:52 p.m.
Return to Item 3: Council Member Deragon made the motion to direct staff to
undertake negotiation at a development agreement for the project and financing
as presented and schedule a meeting with Bank of America as potential
underwriter of the bonds. Council Member Mosier seconded the motion. Motion
passes.

5. Discussion of the Budget for the Fiscal Year 2006.2007.
City Manager, Lee Lawrence led the discussion going over the proposed budget
for fiscal year 2006-2007 and answered questions from council members.
Council members discussed using the reserve fund for the gas line, raising the
proposed sales tax revenue, cutting expenditures from the police and fire
departments to balance the budget. Staff will look at the suggested changes and
bring back to council on the August 22, 2006 meeting a revised proposed budget.
S. Discussion/Action on tax rate options and public hearing requirements.
Acting Mayor Garen made the motion to take not action. Council Member Mosier
seconded the motion. City Manager, Lee Lawrence explained if they were
expecting to raise the tax rate above the effective tax rate, two public hearings
would need to be done and notices placed in the paper in a timely fashion.
Motion passes.

7. Adjourn.
Council Member Mosier made the motion to adjourn at 10:25 p.m. Council
Member Deragon seconded the motion. Motion passes.
