SPECIAL CITY COUNCIL MEETING AGENDA
WORKSHOP SESSION WITH BROOKSHIRE'S
December 4, 2006 7:00 PM
Community Room, Texas Star Bank
The City Council of the City of Anna met in a Special Workshop Session at 7:00 o.m..
Monday, December 4, 2006, at the Community Roan, Texas Star Bank, located at
402 W. White Street (FM 455), to consider the following items.
1. Call to Order.
Mayor Kenneth Pelham called the meeting to order at 7:00 p.m.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham and Council Members Keith Anderson, John Garen,
David Crim and Billy Deragon were present Council Members Lynn Mosier and
Kevin Anderson were absent.
3. Workshop regarding Reviewing Development Plans for Anna Center Ltd.
Charles Hodges presented a time line to council members and staff and started
going over the construction schedule for the city: (1) Highway 367 — bids have
been opened and the recommendation to accept the lowest bidder will be before
council at their meeting on December 12, 2006, the suggested June 18, 2006
should not be a problem meeting; (2) Highway 455 — engineering and design
possibly done by January 15, 2006, bid and award by February 12, 2006 and
construction done by August 1, 2006. TXDOT will be a big factor in this project
being done on time, engineers for Charles Hodges have already sent TIA's to
TXDOT; (3) order date for a signal at Ferguson Pkwy and Highway 455 should
be by mid-January; (4) Sanitary Sewer — engineering and design by December
18, 2006, Bid and Award by January 8, 2006 and construction by February 1,
2006; (5) Escrow agreement — being drawn up by City Attorney, Clark McCoy,
Charles Hodges group would like to see the agreement by December 15, 2000
(6) Charles Hodges group would like to see the plans and scope of work for
Highway 367. The construction scheduled for the store - Developer included: (1)
Earthwork — January 26, 2007 completion date; (2) Utilities, Paving, Landscaping
— completion date July 1. 2007; (3) Building Construction — completion date
August 1, 2007 (4) Fixturing and refrigeration — completion date September
2007; Box Culvert — (1) Engineering and Design — Completion date December
22, 2006; (2) bid and award — completion January 25, 2007 and (3) construction
— completion date April 2, 2007.
Steve Herbert spoke of Brookshire's having a blackout period (where they won't
accept the store) after October 31, 2007 to January 15, 2008.
Conceptual plans were not yet available for review.

5. Adjourn.
Council Member Garen made the motion to adjourn at 7:52 p.m. Council Member
Deragon seconded the motion. Motion passes.
