SPECIAL CITY COUNCIL MEETING AGENDA

The City Council of the City of Anna met in Special Session at 7:0 P.M., Tuesday,
August 21, 2009, at the City Hall Administration Building, located at 111 N Powell
Parkway ( Hwy 5), b corwiderthe following Items.
1. CalltoOdkr.
Mayor Pelham called the meeting to order at 7:2D P.m.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham and Council Members Mike Cast, Keith Green, John
Geffen and Billy Deragon were present. Council Member David Cnm arrived at
7:26 p.m. Council Member Kevin Anderson was absent.
D. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, Me City Council
may enter into closed session to:
a. discuss or deliberate Me purchase, exchange, lease, or value of mal
property (Tex. Gov't Cade §551.72);
In. consult with legal counsel on matters In which the duty of Me
attorney fe the governmental body under Me Texas Disciplinary
Rules of Professional Conduct of the Sfete Bar of Texas clearly
conflicts with Chapter 551 of the Government Code. (Tex. Gov't
Code §551.71).
The council reserves Me right to enter Into executive session at any time
throughout this meeting under any applicable exception b Me Open
Meetings Act:.
Council did not go into executive session.
0. Discussion of Me Budget for Me Fiscal year 207.2008.
City Manager, Kenny Janine stated that stag is asking council to set the
preliminary tax rate and staff is intone for a gone (5) cent increase. This is the
maximum that the tax rate can he raised when council Mai the rate, council
could lower the tax Tate an adoption of the tax rate in a couple of weeks.

6. Discussion of proposed amendments W the City Charter.
Mayor Pelham suggested that council discuss the amendments to the charter
after dealing with the budget Stag is not sure that getting all the amendments
together can be done in lure far the November election. Council direction is to
get the budget Mien caro of and deal with the charter amendments properly for
the May 2006 Election.

Coundl Member Cdst made the motion to adjourn at 7:41 p.m. Council Member
Breen seconded the motion. Motion gaeses.
