HomeMy WebLinkAboutCCmin2008-03-11MINUTES OF CITY OF ANNA WORKSHOP MEETING AGENDA AND CLOSED SESSION AGENDA MARCH 11, 2008 6:30 PM Anna City Hall Administration Building The City Council of the City of Anna met in Workshop Session at 6:30 p.m., Tuesday, March 11, 2008, at the Anna City Hall Administration Building, located at 111 North Powell Parkway (Hwy 5), regarding the following items. 1. Call to Order Mayor Kenneth Pelham called the meeting to order at 6:30 pm. 2. Roll Call and Establishment of Quorum. Mayor Kenneth Pelham and Council Members Mike Crist, Kevin Anderson, John Geren, David Crim and Billy Deragon were present. Council Member Keith Green arrived 6:37 pm. 3. Discussion regarding the Anna Economic Development presentation of Comprehensive Master Plan. Lonnie Friesen of the Anna EDC addressed council and presented their findings on their research of a Comprehensive Master Plan and stated they had started work on EDC's portion of the Comprehensive Plan. Council Member Crim made the motion to enter into closed session at 6:36 pm. Council Member Geren seconded the motion. Motion passes. AYE 6 NAY 0 ABSTAIN 0 4. CLOSED SESSION: Under Tex. Gov't Code Chapter 661, the City Council may enter into closed session to: a. discuss or deliberate the purchase, exchange, lease, or value of real property (Tex. Gov't Code §651.072); b. consult with legal counsel on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Government Code (Tex. Gov't Code §551.071); 03-11-08 CC MimAn.doc 1 03-11-03 c. Personnel: Consider City Attorney Evaluation. (Government Code, Section 661.074). The council reserves the right to enter into executive session at any time throughout any duly noticed meeting under any applicable exception to the Open Meetings Act. Council Member Crim made the motion to return to open session at 6:54 pm. Council Member Green seconded the motion. Motion passes. AYE 7 NAY 0 ABSTAIN 0 S. Discussion regarding any item on the City Council's March 11, 2008 Regular Meeting Agenda. City Manager, Philip Sanders stated that there would not be a presentation of the Audit, Item 6 of the regular agenda, tonight. The auditors are still trying to sort out the classification of some items and are not ready at this time. 6. Adjourn. Council Member Deragon made the motion to adjourn at 6:55 pm. Council Member Garen seconded the motion. Motion passes. ANNA CITY HALL ADMINISTRATION BUILDING The City Council of the City of Anna met in Regular Session at 7:30 p.m., Tuesday, March 11, 2008, at the Anna City Hall Administration Building, located at 111 North Powell Parkway (Hwy 5), to consider the following items. 1. Call to Order. Mayor Kenneth Pelham called the meeting to order at 7:30 pm. 2. Invocation and Pledge of Allegiance. Invocation given by Billy Deragon, Church of Latter Day Saint of Jesus Christ Bitty Decagon gave the invocation and the Anna 0 grade Basketball Allstars (2"d Place) Brandon Williams, Chase Henson, Braydon Houston and Chris Munger led the Pledge of Allegiance. 3. Citizen comments. Alexander Hamilton announced that he would be withdrawing as a candidate in the May 10, 2008 General Election. 4. Mayor Kenneth Pelham to read a Proclamation regarding Observing March 16-22, 2008 as Poison Prevention Week. Mayor Pelham read the proclamation. S. CONSENT ITEMS: These items consist of non -controversial or "housekeeping" items required by law. Items may be considered individually by any Council member making such request prior to a motion and vote on the Consent Items. Motion passes. AYE 7 NAY 0 ABSTAIN 0 6. Consider/Discuss/Action regarding a Presentation of the 2007 Audit. Council Member Garen made the motion to take no action. Council Member Crist seconded the motion. Motion passes. AYE 7 NAY 0 ABSTAIN 0 7. Consider/Discuss/Action regarding an Ordinance eliminating the Sign Board with responsibilities going to the Zoning Board of Adjustment. (Maurice Schwanke) Mayor Pelham opened the public hearing at 7:38 pm. Maurice Schwanke, Director of Planning and Development explained the amendment and answered questions from council members. Mayor Pelham closed the public hearing at 7:40 pm. Council Member Crim made the motion to approve. Council Member Green seconded the motion. Motion passes. AYE 7 NAY 0 ASTAIN 0 8. Consider/Discuss/Action regarding a Resolution for the formation of an Advisory Committee for the Community Development Planning Process. (Maurice Schwanke) Director of Planning and Development, Maurice Schwanke explained the process outlined in the resolution to form this committee. Mr. Schwanke answered questions from council members. Council Members discussed having residents from the ETJ on the committee also. Council Member Garen made the motion to approve the Citizen Advisory Committee and to include in the language that at least % of the citizen are residents and up to '% can live in the ETJ. Council Member Anderson seconded the motion. Motion passes. AYE 6 NAY 1 (CM Deragon) ABSTAIN 0 9. Consider/DiscusstAction regarding a Resolution of The City of Anna, Texas, Prescribing a Procedure for Posting Notices of Quorums for Community Meetings. (Clark McCoy) 03-11-08 CC Mim tes.doc 4 0311-08 City Attorney, Clark McCoy explained the resolution prescribing a procedure for posting notices of quorums for community meetings. Council Member Anderson made the motion to approve. Council Member Crist seconded the motion. Council Member Garen made the motion to take no action. Council Member Anderson seconded the motion.
