SPECIAL BUDGET WORKSHOP
JUNE 3, 2008 6:00 P.M.
Anna City Hall Administration Building
The City Council of the City of Anna met in a Special Budget Workshop Session
at 6:00 p. m, Tuesday, June 3, 2008, at the Anna City Hail Administration
Building located at 111 N Powell Parkway (Hwy 5), Anna, TX 75409, to consider
the following items.

Deputy Mayor Pro Tem, Keith Green called the meeting to order at 6:05
pm.
2. Roll Call and Establishment of Quorum.
Deputy Mayor Pro Tem Keith Green and Council Members Mike Grist,
Darren Driskell and Billy Deragon were present. Mayor Kenneth Pelham
and Council Members Kevin Anderson and David Crim were absent.
Council Member Kevin Anderson arrived 6:40 pm.
3. Workshop: The following itemern sues will be discussed. No action
will be taken on any item.
1. Discussion regarding Mid -year financial review.
2. Discussion regarding 2008-09 Budget.
Deputy Mayor Pro Tem turned the meeting over to City Manager, Philip
Sanders. Mr. Sanders reviewed where revenues and expenditures are as
of the end of April and answered questions from council members. Mr.
Sanders went over a sheet for Comparison Cities to show where Anna is
in relation to similar cities in population, growth, etc. Maurice Schwanke,
Director of Planning and Development went over some projects that his
department is working on such as mapping, development standards, etc.
Fire Chief, Larry Bridges went over the fire departments budget and stated
that he would like to hire another fire fighter and that a rescue unit is going
to be a priority to help lower the City's ISO rating.
A five (5) minute was asked for at 7:15 pm. Council returned for
discussions at 7:26 pm. Mayor Pro Tem Kevin Anderson took over running
the meeting.
Wayne Cummings, Assistant City Manager briefed council members
regarding new accounting laws that will require the City to hire a CPA part
time, that will quarterly make the necessary accounting adjustment
entries. Mr. Cummings stated that staff will be coming to council to go out
for RFP's for a new auditor. Mr. Cummings further stated that computers
in the office were at least 3 years old and would need to be updated soon.
Council Member Crist had some questions and comments about the
website development and a PA system for the council chambers. City
Manager, Philip Sanders agreed to meet with the Technology Advisory
Commission and discuss the web site development. James Parkman,
Public Works Director asked council to remember that his budget is largely
maintenance; that he is under staffed; the back hoe Will need to be
replaced; a drainage program Will need to be looked at to address issues
that arise; and street maintenance program. Kenny Jenks, Chief of Police
addressed issues such as needing a new building, staffing issues;
neighborhood programs; and resource officers program for the Anna ISD
schools. One of council wishes is to make Anna the employer of choice.
Council Member Deragon made the motion to go iMo executive session at
8:50 pm. Council Member Green seconded the motion. Motion passes.

4. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, the City
Council may enter into closed session to:
a. discuss or deliberate the purchase, exchange, lease, or value
of real property (Tex. Gov't Code §551.072);
b. consult with legal counsel on matters in which the duty of the
attorney to the governmental body under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflicts with Chapter 551 of the Government
Code (Tex. Gov't Code §551.071);
The council reserves the right to enter into executive session at
any time throughout any duly noticed meeting under any applicable
exception to the Open Meetings Act.
Council Member Crist made the motion to return to open session at
10:03 pm. Council Member Driskell seconded the motion. Motion
passes.

S. Consider and act upon items listed under Closed Session, as
necessary.
Council Member Chat made the motion to take no action. Council Member
Green seconded the motion. Motion passes.

6. Adjourn.
Council Member Driskell made the motion to adjourn at 10:04 pm. Council
Member Crist seconded the motion. Motion passes.
