CITY OF ANNA AGENDA NOTICE -CITY COUNCIL WORKSHOP
April 13, 2010 6:30 p.m. -Anna City Hall Administration Building
The City Council of the City of Anna met in Workshop Session at 6:30 p.m.,
April 13, 2010, at the Anna City Hall Administration Building, located at 111 North Powell
Parkway (Hwy 5), regarding the following items.
1. Call to Order
Mayor Darren R. Driskell called the meeting to order at 6:30 pm.
2. Roll Call and Establishment of Quorum.
Mayor Darren R. Driskell and Council Members Mike Crist, Keith Green,
John Geren, Marc Hendricks and Becky Glover were present. Council
Member Kevin Anderson arrived at 6:33 pm.
3. Discussion of Street Paving Projects. (Philip Sanders)
City Man~ger, Philip Sanders opened discussion regarding the county's
request to share in the cost on paving roads that are part in the City and
part in the County; to share in the cost of road improvement to Urban
Crossing. City Attorney, Clark McCoy has been approach by Collin
County Community College about a project along Hwy 121 that will be
coming.
4. Discussion regarding improvements to Natural Springs Park. (Philip
Sanders)
City Manager, Philip Sanders started discussion regarding improvements
to Natural Springs Park such as approaching Anna ISO to dedicate
property by Rattan Elementary School to extend the trail further South.
Maurice Schwanke, Director of Planning and Development explained that
he was talking to the County trying to get the funds reallocated from the
Park Grants we have received to work on the trail.
Council Member Crist made the motion to enter executive session at 7:05
pm. Council Member Anderson seconded the motion. Motion passes.

5. CLOSED SESSION (EXCEPTIONS): Under Tex. Gov't Code Chapter
551, the City Council may enter into closed session to discuss any
items listed or referenced on this agenda under the following
exceptions:
a. consult with legal counsel regarding pending or
contemplated litigation and/or on matters in which the duty of

the attorney to the governmental body under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflicts with Chapter 551 of the Government
Code (Tex. Gov't Code §551.071).
The council further reserves the right to enter into executive session
at any time throughout any duly noticed meeting under any
applicable exception to the Open Meetings Act.
Council Member Green made the motion to return to open session.
Council Member Glover seconded the motion. Motion passes.

6. Discussion regarding any item on the City Council's April 13, 2010
Regular Meeting Agenda Notice, which was posted at the same date,
time and place of this Workshop Agenda Notice.
No discussion.
7. Adjourn.
Council Member Glover made the motion to adjourn at 7:18 pm. Council
Member Crist seconded the motion. Motion passes.

April 13, 2010 7:30 p.m. -Anna City Hall Administration Building
The City Council ofthe City of Anna met in Regular Session at 7:30 p.m., April 13, 2010,
at the Anna City Hall Administration Building, located at 111 North Powell Parkway (Hwy
5). to consider the following items.
Welcome to the City Council Meeting. Please sign the Sign-In-Sheet as a record of
attendance. If you wish to speak on an open-session agenda item please fill out the
Opinion/Speaker Registration Form and tum it in to the City Secretary before the
meeting starts.
1. Call to Order.
Mayor Darren R. Driskell called the meeting to order at 7:30 pm.
2. Invocation and Pledge of Allegiance.
Mayor Driskell gave the invocation.
3. Citizen comments. Citizens are allowed 3 minutes to speak. The Council is
unable to respond to or discuss any issues that are brought up during this
section that are not on the agenda, other than to make statements of
specific factual information in response to a citizen's inquiry or to recite
existing policy in response to the inquiry.
None
4. Receive reports from Staff or the City Council about items of community
interest. Items of community interest Include: expressions of thanks,
congratulations, or condolence; information regarding holiday schedules; an
honorary or salutary recognition of a public official, public employee, or other
citizen (but not Including a change In status of a person's public office or public
employment); a reminder about an upcoming event organized or sponsored by the
governing body; information regarding a social, ceremonial. or community event
organized or sponsored by an entity other than the governing body that was
attended or is scheduled to be attended by a member of the governing body or an
official or employee of the municipality; and announcements Involving an
imminent threat to the public health and safety of people in the municipality that
has arisen after the posting of the agenda.

5. Consent Items. These items consist of non-controversial or
"housekeeping" items required by law. Items may be considered
individually by any Council member making such request prior to a motion
and vote on the Consent Items.

C. Approve City Council Joint minutes for March 27, 2010.
Council Member Anderson made the motion to approve. Council Member Crist
seconded the motion. Motion passes.

6. Presentation and approval of the FY 2009 Audit. (Philip Sanders)
Wayne Cummings. Assistant City Manager introduced the Auditors. Mike Vail
Audit Partner with Vail Warren & Knauth. LLP went over the objectives and
scope of the audit, key financial highlights and the audit results. Council
Anderson requested time to review the audit before approving it. Council Member
Crist made the motion to table the item until the next City Council meeting.
Council Member Geren seconded the motion. Motion passes.

7. Presentation of the Fire Department 2009 Financial Statements. (Philip
Sanders)
Mike Vail Audit Partner with Vail Warren &Knauth. LLP went over the Financial
Statements for the Anna Volunteer Fire Department.
8. Discussion regarding creating a City of Anna Fire Department. (Philip
Sanders)
City Manager. Philip Sanders review past discussions regarding creating a City
of Anna Fire Department and answered questions from city council members.
Assistant Fire Chief Danny Newton spoke in favor of the City creating a City of
Anna Fire Department and requested that the City take care of the volunteers
and to be able to put together a committee to help select the Fire Chief.
9. (a) Public Hearing
For City Council to hear public comment regarding the City of Anna
Comprehensive Plan 2010-2030. (Maurice Schwanke)
Mayor Driskell opened the public hearing at 7:56 pm. Maurice Schwanke,
Director of Planning and Development presented the Comprehensive Plan to
council. There was no public comment. Mayor Driskell closed the public hearing
at 8:05 pm.
(b) Consider/DiscuSS/Action regarding approving an Ordinance adopting
the City of Anna Comprehensive Plan 2010-2030. (Maurice Schwanke)
Council Member Anderson made the motion to approve the Comprehensive
Plan. Council Member Green seconded the motion. Maurice Schwanke, Director
of Planning and Development presented some suggested changes to the plan.
One suggested change is related to applying for Parks and Wildlife Grants that

would allow Outdoor Local Priorities and Indoor Local Priorities. Another change
is to clarify in Chapter Four that expansion of any industrial use in the down town
area is not appropriate and a goal is to slowly transition out existing industrial use
in the down town area. Mr. Schwanke further requested to be able to make
necessary typo changes. Council Member Anderson amended his motion to
include the changes Mr. Schwanke suggested. Council Member Green seconded
the motion. Discussion continued with Council Member Geren voicing his dislike
that Industrial uses would not be allowed in the down town area. Motion passes.

10. Consider/Discuss/Action regarding adopting a Resolution authorizing
advertising bids for the Riggins Street Rehabilitation Project. (Philip
Sanders)
City Manager, Philip Sanders presented the item to council. Council Member
Crist made the motion to approve. Council Member Anderson seconded the
motion. Motion passes.

11. Consider/DiscusS/Action regarding adopting a Resolution authorizing the
City Manager to negotiate a Commercial Trash contract. (Philip Sanders)
City Manager, Philip Sanders presented the resolution to council and answered
questions. Council Member Geren made the motion to approve. Council Member
Green seconded the motion. Motion passes.

12. Consider/Discuss/Action regarding adopting a Resolution approving an
amendment to the 2009~201 0 Fiscal Year Anna Economic Development
Budget. (Jessica Perkins)
City Manager, Philip Sanders presented the resolution to council and answered
questions. Council Member Green made the motion to approve. Mayor Driskell
seconded the motion. Motion passes.

13. Consider/DiscuSS/Action regarding adopting a Resolution approving an
amendment to the 2009~2010 Fiscal Year Anna Community Development
Budget. (Jessica Perkins)
City Manager, Philip Sanders presented the resolution to council. Council
Member Green made the motion to approve. Mayor Driskell seconded the
motion. Motion passes.

14. Consider/DiscusS/Action regarding a Resolution to cancel an Agreement
for fire protection plan review services with Reed Fire Protection
Engineering LLC. (Philip Sanders)
City Manager, Philip Sanders presented the resolution to council and answered
questions. Council Member Glover made the motion to approve. Council Member
Crist seconded the motion. Motion passes.

15. Consider/Discuss/Action regarding a Resolution approving a Contract for
plan review and inspection services with Bureau Veritas North America Inc.
(Philip Sanders)
Philip Sanders, City Manager presented the resolution to council. Council
Member Green made the motion to approve. Council Member Crist seconded the
motion. Motion passes.

16. Consider/DiscuSS/Action regarding an Ordinance amending Part IV. Article
2, Section 3.03 of the Anna City Code of Ordinances; providing a fee
schedule for fire code plan review services and fire code inspection
services for fire alarm and sprinkler systems. (Maurice Schwanke)
Maurice Schwanke, Director of Planning and Development presented the
Ordinance to council. Council Member Green made the motion to approve.
Council Member Geren seconded the motion. Motion passes.
