A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING A PRELIMINARY PLAT
OF ANNA 55 ACRE TRACT.
WHEREAS, In order to provide for the orderly development of land within the Anna city limits
and extraterritorial jurisdiction, the City Council of the City of Anna, Texas (the "City Council")
has adopted Part III -A of the Anna City Code of Ordinances ("Subdivision Regulations"); and
WHEREAS, MML Partners, LP has submitted an application for approval of a preliminary plat
of the Anna 55 Acre Tract Subdivision;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS, THAT:
Section 1. Recitals Incorporated.
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Approval of Preliminary Plat.
The City Council hereby approves the preliminary plat of Avery Anna 55 Acre Tract attached
hereto as Exhibit 1.
Section 3. Traffic Impact Analysis Required.
Prior to the submission of engineering construction plans for the required public
improvements, the Developer shall submit to the City a Traffic Impact Analysis of the
proposed development that meets the requirements outlined in Article 3, Section 1.04 of the
City's Subdivision Regulations. Where a Traffic Impact Analysis demonstrates the need for
off-site facilities or improvements to approach streets, the developer shall make such
improvements to approach streets, off-site collector and arterial streets and intersections as
are necessary to mitigate traffic impacts generated by the development, consistent with
Article 3, Section 2 of the City's Subdivision Regulations. Improvements to the adjacent
perimeter roadway (Taylor Blvd.) shall be required consistent with Article 3, Section 2 of the
Subdivision Regulations.

As you directed, we have evaluated the preliminary plat and preliminary engineering plans for the Anna 55
Acre Tract development with regards to the proportionality of the roadway and sanitary sewer improvements
required by Part III -A (Subdivision Regulations) Article 1, Section 11.03 of the City's Code of Ordinances for
this development. The proposed development is generally located between US 75 and Ferguson Parkway
along Taylor Blvd.
Roadway Evaluation
This development is located along Taylor Blvd (CR 367) and is indicated on the City's Thoroughfare Map as
an ultimate 4 -lane divided roadway. As directed by the City, the roadway proportionality evaluation includes:
• The dedication of ROW and construction of 2 -lanes, of the ultimate 4 -lane divided roadway, along Taylor
Blvd.
Table 1 below summarizes the cost of the roadway improvements being imposed by the City on this
development.

As a part of the development's submittal, an opinion of probable construction cost for the construction of 2 -
lanes of the ultimate 4 -lane divided roadway of Taylor Blvd along the frontage of this development was
submitted. The opinion of probable construction cost to construct Taylor Blvd, including ROW dedication, is
$350,473.52.

Based on the City of Anna's adopted Roadway Impact Fees, the assessed roadway impact fee (calculated as
50% of the maximum) is $2,106 per dwelling unit. The enclosed preliminary plat includes 156 residential lots
resulting in an assessed roadway impact of $328,536.
Water System Evaluation
The proposed development does not have any water lines to construct as a part of the City's Water Master
Plan.
Based on the City of Anna's adopted Water Impact Fee, the water impact fee (calculated as 50% of the
maximum) is $4,674 per Service Unit. It is assumed that the proposed development will be comprised of/"
water meters based on the residential use shown. The enclosed preliminary plat includes 156 residential lots
resulting in an assessed water impact of $729,144.
Wastewater System Evaluation
The proposed development is adjacent to an existing lift station. We recommend that the proposed
development extend the sanitary sewer lines to the north side of Taylor Blvd in order to abandon the existing
lift station. An evaluation of the sanitary sewer line sizes required for the proposed development as well an
evaluation for any oversize sanitary sewer lines required due to the additional flow from the lift station
abandonment shall be submitted.
As a part of the development's submittal, an opinion of probable construction cost to extend the sanitary sewer
lines to the existing lift station on the north side of Taylor Blvd and abandon the lift station was submitted. The
opinion of probable construction cost for the sewer line extension and lift station abandonment is $125,260.
An itemized breakdown or flow rate analysis was not provided.
Based on the City of Anna's adopted Wastewater Impact Fee, the wastewater impact fee (calculated as 50% of
the maximum) is $4,610 per Service Unit. It is assumed that the proposed development will be comprised of
3/a" water meters based on the residential use shown. The enclosed preliminary plat includes 156 residential
lots resulting in an assessed wastewater impact of $719,160.
Conclusion
The opinion of probable construction cost provided by the applicant for the public infrastructure is within a
reasonable range of, or below, the assessed impact for the roadways and the sanitary sewer system. Therefore,
the public infrastructure improvements being imposed as a condition of Plat approval are roughly
proportionate to the demand created by the development.
