harass, the City Council of the City of Anna desires to develop a viable community, including decent
housing, a suitable living environment and expanding economic opportunities, principally for persons of
low to moderate income; and
hereas, certain conditions exist in the city which represent a threat to the public health, safety, or
welfare; and
hereas, funds are available through the 2003-2004 Community Development Fund/ Texas Community
Development Program (TCDP) to alleviate such conditions and to meet community development
objectives.

1. That the City of Anna undertake a program to prepare the following project:
Construction of a new wastewater treatment plant.
2. That the requested amount of TCDP funds is a maximum of $250,000.00.
3. That the Texas Community Development Program application for the Community Development
Fund assistance is hereby authorized to be filed on behalf of the City with the Office of Rural
Communifij Affairs and any other appropriate agencies as defined in the regulations.
4. That the City Council directs and designates the Mayor as the City's Chief Executive Officer and
Authorized Representative to act in all matters in connections with this application and the City's
participation in the Texas Community Development Program.
5. That the City commits itself, if funded by the Texas Community Development Program to
appropriate not less than $1,250,000 as matching funds and as a demonstration of its local
support to the planning project.
