CITY OF ANNA AGENDA NOTICE — CITY COUNCIL WORKSHOP
May 12, 2015 6:30 p.m. — Anna City Hall Administration Building
The City Council of the City of Anna met in Workshop Session at 6:30 p.m., May 12, 2015
at the Anna City Hall Administration Building, located at 111 N. Powell Parkway (Hwy 5),
regarding the following items:
1. Call to Order.
Mayor Mike Crist called the meeting to order at 6:30 pm.
2. Roll Call and Establishment of Quorum.
Mayor Mike Crist and Council Members Lauren Lovato, Chad Barnes, Nathan
Bryan and Dick Dowd were present. Council Members James T. Cook and John
Beazley were absent.
Council Member James T. Cook arrived 6:31 pm.
Council Member Barnes made the motion to enter closed session at 6:32 pm.
Council Member Dowd seconded the motion. Motion passed.
AYE 6 NAY 0 ABSTAIN 0
Council Member Beazley arrived at 6:32 p.m.
Council Member Barnes made the motion to enter into closed session at 6:32 pm.
Council Member Dowd seconded the motion. Motion passed.
3. CLOSED SESSION (EXCEPTIONS): Under Tex. Gov't Code Chapter 551, the City
Council may enter into closed session to discuss any items listed or referenced
on this agenda under the following exceptions:
a. consult with legal counsel regarding pending or contemplated
litigation and/or on matters in which the duty of the attorney to the
governmental body under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas clearly conflicts with
Chapter 551 of the Government Code (Tex. Gov't Code §551.071);
b. discuss or deliberate personnel matters: City Secretary Update.
(Tex. Gov't Code §551.074).

The Council further reserves the right to enter into executive session at any time
throughout any duly noticed meeting under any applicable exception to the
Open Meetings Act.
Council returned to open session at 6:53 pm.
4. Consider/Discuss/Action on any items listed on posted agenda for May 12, 2015
City of Anna City Council Regular Meeting or any Closed Session occurring during
this Workshop, as necessary.
Council Member Barnes made the motion to take no action. Council Member
Dowd seconded the motion. Motion passed.

5. Adjourn.
Council Member Barnes made the motion to adjourn at 6:55 pm. Council Member
Beazley seconded the motion. Motion passed.

CITY OF ANNA AGENDA NOTICE — CITY COUNCIL REGULAR MEETING
May 12, 2015 7:30 p.m. —Anna City Hall Administration Building
The City Council of the City of Anna met in Regular Session at 7:30 p.m., May 12, 2015, at
the Anna City Hall Administration Building, located at 111 North Powell Parkway (Hwy 5),
to consider the following items.
Welcome to the City Council Meeting. Please sign the Sign -In -Sheet as a record of
attendance. If you wish to speak on an open -session agenda item please fill out the
Opinion/Speaker Registration Form and turn it in to the City Secretary before the meeting
starts.
1. Call to Order.
Mayor Mike Crist called the meeting to order at 7:30 pm.
2. Invocation and Pledge of Allegiance.
Mayor Mike Crist gave the invocation.
3. Citizen comments. Citizens are allowed 3 minutes to speak. The Council is
unable to respond to or discuss any issues that are brought up during this
section that are not on the agenda, other than to make statements of specific
factual information in response to a citizen's inquiry or to recite existing
policy in response to the inquiry.
Mr. Nick Rubits, 1201 Ash, Anna, Texas, addressed the City Council regarding
increases in assessed valuation, budget and tax rates.
Mr. Tom Plunkett, 917 Calder Court, Anna, Texas, addressed the City Council
regarding fixing Hackberry and other infrastructure.
Ms. Miranda Harp, 133 Meadow Ridge Drive, Anna, Texas, addressed the City
Council regarding her request to change ordinances related the height of play
structures in residential backyards.
4. Receive reports from Staff or the City Council about items of community
interest. Items of community interest include: expressions of thanks,
congratulations, or condolence; information regarding holiday schedules, an
honorary or salutary recognition of a public official, public employee, or
other citizen (but not including a change in status of a person's public office
or public employment); a reminder about an upcoming event organized or
sponsored by the governing body; information regarding a social,
ceremonial, or community event organized or sponsored by an entity other
than the governing body that was attended or is scheduled to be attended

by a member of the governing body or an official or employee of the
municipality; and announcements involving an imminent threat to the public
health and safety of people in the municipality that has arisen after the
posting of the agenda.
City Manager Philip Sanders announced a Town Hall Meeting at 6:30 pm on
Thursday, May 14, 2015 related to the draft of the Downtown Plan. He also
detailed and expressed his thanks to all of the employees who assisted over
the weekend with the storm related issues as well as the election including
public works and public safety personnel.
S. Proclamation regarding National Public Works Week.
Mayor Crist read the proclamation and presented it to staff from the City of
Anna Public Works Department.
6. Proclamation regarding Motorcycle Safety and Awareness Month.
Mayor Crist read the proclamation.
7. Consent Items. These items consist of non -controversial or "housekeeping"
items required by law. Items may be considered individually by any Council
member making such request prior to a motion and vote on the Consent
Items.
a. Approve the Vaquera Addition Development Plat. (Maurice
Schwanke)
b. Approve a Preliminary Plat of the Anna 455 Addition. (Maurice
Schwanke)
c. Approve a Site Plan and Landscape Plan for a convenience store
located at northwest corner of FM 455 and Ferguson Pkwy.

Council Member Barnes made the motion to approve. Council Member Cook
seconded the motion. Motion passed.

8. Briefing/Discussion regarding capital purchases for Public Works
Department. (Joseph Johnson)
Public Works Director Joseph Johnson presented the item to the Council and
answered questions. No action was required by Council.
9. Consider/Discuss/Action regarding a Resolution authorizing the City
Manager to execute a land Purchase and Sale Agreement with Charles K.
Green. (City Manager)

Mr. Sanders presented the item to Council and answered questions. Council
Member Barnes made the motion to approve. Council Member Dowd
seconded the motion. Motion passed.

10. Consider/Discuss/Action regarding an ordinance amending the FY 2015
Budget. (Clayton Fulton)
Finance Director Clayton Fulton presented the item to Council and answered
questions. Council Member Barnes made the motion to approve. Mayor Crist
seconded the motion. Motion passed.

11. Consider/Discuss/Action regarding an ordinance expressing official intent to
reimburse costs of City Hall Projects. (Clayton Fulton)
Mr. Fulton presented the item to Council and answered questions. Council
Member Beazley made the motion to approve. Council Member Barnes
seconded the motion. Motion passed.

12. Consider/Discuss/Action regarding a resolution appointing Health Authority
for the City of Anna. (Chief Gothard)
No discussion or action on this item.
13. Consider/Discuss/Action regarding a resolution appointing an Acting City
Secretary. (City Council)
Mayor Crist presented the item. Council Member Barnes made the motion to
approve. Council Member Bryan seconded the motion. Motion passed.

The City Council did not enter into Closed Session at this time.
