Home My WebLink AboutRes 2017-04-310 Purchase of Police Radio EquipmentCITY OF ANNA, TEXAS RESOLUTION NO. �t 1' ( C 4,- ?t C, A RESOLUTION OF THE CITY OF ANNA, TEXAS AUTHORIZING THE PURCHASE OF MOBILE AND PORTABLE RADIO EQUIPMENT FOR THE POLICE DEPARTMENT. WHEREAS, the FCC has mandated a change to the radio systems in use by public safety agencies across the country, known as Project 25, or P25, in two phases; and WHEREAS, Project 25 or P25 is a suite of standards for digital radio communications for use by federal, state/province and local public safety organizations in North America to enable them to communicate with other agencies and mutual aid response teams in emergencies; and WHEREAS, as members of the Collin County Sheriffs Office radio system, the City of Anna needs to remain compatible with Collin County's 911 and dispatch systems; and WHEREAS, Collin County is upgrading their system to comply with Phase II, and the City of Anna Police department will need to replace its current Phase I radios and purchase both mobile and portable radios in order to remain compatible; and WHEREAS, the City Council has allocated approximately $119K in the 2017 fiscal year budget for the purchase of mobile and portable radio equipment for the Police department; and WHEREAS, the Police department has obtained price quotes for the radio equipment from two different vendors working on Collin County's radio project; and WHEREAS, after reviewing quotes from both venders, the Police department Staff has determined that the price quote from Stolz Telecom Inc. is not only lower, but also provides more of the accessories that the other vendor would charge extra for; and WHEREAS, the City Council finds and determines that the purchase of new radios for the police department is essential to preserve and protect the public health and safety of the City's residents, and to bring the radios used by the Police department into compliance with the FCC's P25, Phase II mandate; and WHEREAS, the City Attorney has advised that based on these findings competitive bidding is not required for the purchase of the mobile and portable radio equipment for the Police department as it falls under the exemption in Section 252.022(a)(2) of the Texas Local Government Code; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT: CITY OF ANNA, TEXAS RESOLUTION NO 91', i` 'E (11. PAGE 1 of 2 Section 1. Recitals Incorporated The recitals set forth above are incorporated herein for all purposes as if set forth in full. Section 2. Authorization to Purchase Radio Equipment The City Council hereby authorizes the City Manager to purchase mobile and portable radios, and accessories for the Police department from Stolz Telecom Inc., in the amount of $110,612.10, consistent with the Estimate attached hereto as Exhibit 1. The City Manager is hereby authorized to execute all documents and to take all other actions necessary to finalize and complete the purchase.
