A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH STAFF RECOMMENDS APPROVAL OF THE
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH HIGHWAY 19 CONSTRUCTION, LLC TO CONSTRUCT DRIVEWAY AND PARKING
FACILITIES AT NATURAL SPRINGS PARK.
WHEREAS, the City Council of the City of Anna, Texas (the City Council) has previously authorized
the City Manager to solicit competitive sealed proposals for the Project; and,
WHEREAS, the City of Anna, having solicited competitive sealed proposals in accordance with State
law, opened said competitive sealed proposals on March 22, 2018 at 3:00 P.M.; and,
WHEREAS, the City's consulting engineer, Birkhoff, Hendricks & Carter, LLP, has thoroughly
evaluated said proposals; and,
WHEREAS, Highway 19 Construction, LLC of Sulphur Springs, Texas submitted a project bid as part
of their proposal having submitted a bid of $176,061.60; and,
WHEREAS, the City of Anna's consulting engineer, having thoroughly reviewed said proposals and
contractors' qualifications, has recommended award of the contract to Highway 19 Construction, LLC
in the amount of $176,061.60; and,
WHEREAS, there are funds available for the Project in the Park Trust Fund; and,
WHEREAS, the City Council desires to authorize the City Manager to award the Project to and
execute a contract with Highway 19 Construction, LLC for construction of the Project;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA,
TEXAS, THAT:
Section 1. Recitals Incorporated.
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization of Contract Award.
The City Council hereby approves the contract agreement with Highway 19 Construction, LLC of
Sulphur Springs, Texas, for the Project, attached hereto as Exhibit A, and authorizes, ratifies and
approves the City Manager's execution of the same subject to final legal review and approval by the
City Attorney. The City Manager is hereby authorized to execute all documents and to take all other
actions necessary to finalize, act under, and enforce the Agreement.
PASSED AND APPROVED by the City Council of the City of Anna, Texas, on this 10th day of April
2018.

We have checked the bids received at 3:00 p.m., Thursday, March 22, 2018, for the Natural Springs Park project.
We are enclosing the Bid Summary and Itemized Bid Tabulation.
Highway 19 Construction, LLC of Sulphur Springs, Texas submitted the low bid in the amount of $176,061.60.
We have reviewed their references provided and find that Highway 19 Construction, LLC. has a record of
satisfactorily completing similar projects.
Accordingly, based on the information we have available to us, we recommend that the City accept the bid from
Highway 19 Construction, LLC.and award them a contract in the amount of $176,061.60.
We are available to discuss our recommendation further at your convenience.
