WORK SESSION
March 27, 2018
The City Council of the City of Anna met in Work Session on the above date at Anna
City Hall, located at 111 North Powell Parkway (Hwy 5), to consider the following items.
1. Call to Order, Roll Call and Establishment of Quorum
Mayor Pike called the meeting to order at 6:30 p.m.
Council Members Burr and Bryan were absent.
Council Member Bryan arrived at 6.45 p.m.
Council Member Burr arrived at 6:50 p.m.
2. Presentation and review of the FY 2017 Comprehensive Annual Financial
Report. (Dana Thornhill)
Rod Abbott with Lafollette and Abbott presented the FY 2017 audit and CAFR to
the City Council.
3. Presentation/Discussion on Anonymous Tip Platform. (Chief Caponera)
In a effort to increase communication between police and the community, they are
looking to implement an anonymous tip platform. This platform allows citizens to
communicate anonymously and provide police with information that may help solve
crimes, locate fugitives, or bring to their attention suspicious activity. The platform
allows instant two-way communication and even allows the citizen to upload
photos/videos. This is not a substitution, nor is it designed for matters requiring
immediate police response.
This platform may be purchased using seizure account funds.
4. Briefing/Discussion regarding Roadway Impact Fees. (Joseph Johnson)
Staff provided a briefing regarding the existing roadway impact fees assessed by
the City of Anna.
5. Presentation/Discussion - Anna PD Social Media Campaign. (Chief
Caponera)
To solidify the Police Department and the City's Strategic Goat of transparency, the
police department desires to increase its social media presence by hosting an
Anna Police Department Facebook and Twitter account. Doing so will add another
layer of communication that will help build trust and transparency with the
community.
6. CLOSED SESSION (EXCEPTIONS)
Under Tex. Gov't Code Chapter 551, the City Council may enter into closed
session to discuss any items listed or referenced on this agenda under the
following exceptions:
a. Consult with legal counsel regarding pending or contemplated litigation and/or on
matters in which the duty of the attorney to the governmental body under the
Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Government Code (Tex Gov't Code §551.071);
b. Discuss or deliberate the purchase, exchange, lease, or value of real property
(Tex. Gov't Code §551.072); city facilities
c. Discuss or deliberate personnel matters (Tex. Gov't Code §551.074); City Attorney
Annual Review, City Manager
d. Discuss or deliberate Economic Development Negotiations: (1) To discuss or
deliberate regarding commercial or financial information that the City has
received from a business prospect that the City seeks to have locate, stay, or
expand in or near the territory of the City of Anna and with which the City is
conducting economic development negotiations; or (2) To deliberate the offer
of a financial or other incentive to a business prospect described by
subdivision (1). (Tex. Gov't Code §551.087); discuss lease of property held
by Economic Development Corporation.
None.
The Council further reserves the right to enter into executive session at any time
throughout any duly noticed meeting under any applicable exception to the
Open Meetings Act.
7. Consider/Discuss/Action on any items listed on any agenda —work session, regular
meeting, or closed session —that is duly posted by the City of Anna for any City
Council meeting occurring on the same date as the meeting noticed in this agenda.
None.
8. Adjourn. There being no further business before the Council, we will consider this
meeting adjourned at p.m.
Mayor Pike adjourned the meeting at 7:22 p.m.

Call to Order/Roll Call and Establishment of Quorum
Mayor Pike called the meeting to order at 7:30 p.m.
All Council Members were present.
2. Invocation and Pledge of Allegiance.
Mayor Pike led the invocation and pledge.
3. Citizen Comments.
Citizens are allowed three minutes to speak. The Council is unable to respond
to or discuss any issues that are brought up during this section that are not on
the agenda, other than to make statements of specific factual information in
response to a citizen's inquiry or to recite existing policy in response to the
inquiry.
Bill Warden, 1513 Black Willow - Requested the fire hydrant in front of his house
be repaired.
Kevin Toten, 2800 Pecan Grove Drive - requested control of traffic flow on Foster
Crossing.
William Morgan, 2019 Helmoken Falls Drive - With regards to agenda item number
6, he opposes charging residents for water runoff.
4. Receive reports from Staff or the City Council about items of community
interest.
Items of community interest include: expressions of thanks, congratulations, or
condolence, information regarding holiday schedules, an honorary or salutary
recognition of a public official, public employee, or other citizen (but not
including a change in status of a person's public office or public employment); a
reminder about an upcoming event organized or sponsored by the governing
body, information regarding a social, ceremonial, or community event organized
or sponsored by an entity other than the goveming body that was attended or is
scheduled to be attended by a member of the governing body or an official or
employee of the municipality; and announcements involving an imminent threat
to the public health and safety of people in the municipality that has arisen after
the posting of the agenda.
a. AISD Dr. Duncan presentation to Fire Department.
Dr. Duncan thanked the Fire Department for hosting an emergency preparedness
and first aid workshop day with Boy Scouts Troop 592.
b. Child Abuse Awareness Proclamation
Mayor Pike proclaimed April as Child Abuse Awareness Month.
Discussion was held involving recent unfounded concerns of imminent threat to
safety regarding utility system.
5. Consent Items.
These items consist of non -controversial or "housekeeping" items required by
law. Items may be considered individually by any Council member making such
request prior to a motion and vote on the Consent Items.
a. Approve Council Meeting Minutes for March 13, 2018. (City Secretary)
b. Approve a Resolution accepting the FY 2017 audit report. (Dana Thornhill)
A RESOLUTION ACCEPTING THE FISCAL YEAR 2017 FINANCIAL
AUDIT OF THE CITY OF ANNA.
c. Approve a Resolution authorizing and designating the City Manager as the
City's Authorized Official for the Child Abuse/Family Violence Investigator
grant through the Office of the Governor. (Chief Caponera)
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING AND
DESIGNATING THE CITY MANAGER AS THE GRANTEE'S
AUTHORIZED OFFICIAL OF THE GRANT APPLICATION FOR THE
CHILD ABUSE/FAMILY VIOLENCE INVESTIGATOR PROJECT TO
THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION.
d. Review minutes of the Park Board's January 22, 2018 and February 20,
2018 meetings (Maurice Schwanke).
MOTION: Council Member Bryan moved to approve the Consent Agenda.
Council Member Martinez seconded. Motion carried 7-0.
6. Consider/Discuss/Action regarding a Resolution authorizing the City
Manager to execute an engineering task order with Birkhoff, Hendricks &
Carter, LLP for development of a Storm Water Master Plan. (Joseph
Johnson)
A Storm Water Master Plan (SWMP) provides the basis for overall storm water
system design and serves as a general guide for evaluating storm water discharges
and infrastructure sizing within a jurisdiction. An SWMP typically includes a Capital
Improvements Plan (CIP) and may also include a Municipal Drainage Utility District
Rate Analysis. This analysis may be used to create a Municipal Drainage Utility
District, in accordance with Chapter 552 of the Texas Local Government Code, for
the purposes of funding the C I P and the operation and maintenance (O&M) of the
storm water conveyance system.
Per staffs request, the City's engineering consultant (Birkhoff, Hendricks & Carter,
LLP) has provided an engineering task order for the purposes of developing an
SWMP for the City of Anna. The total fee for services to develop the SWMP is
$88,000. Funding is available for this project in the Fiscal Year 17 budget
reallocation using funds assigned for development of a Storm Water Master Plan.
This project is consistent with the City's adopted Strategic Plan goal to upgrade
City facilities & infrastructure with the specific sub -goal of developing a storm water
master plan.

AUTHORIZING THE CITY MANAGER TO ACT ON THE CITY'S BEHALF IN
EXECUTING AN ENGINEERING SERVICE TASK ORDER WITH

MASTER PLAN PROJECT.
MOTION: Council Member Burr moved to approve. Council Member Martinez
seconded. Motion carried 7-0.
7. Consider/Discuss/Action on Proposals for Primary Bank Depository
Services. (Dana Thornhill)
The City received two proposals for primary bank depository services, one
being Independent Bank, the City's current depository bank, and the other being
Landmark Bank.

PRIMARY DEPOSITORY BANK SERVICES CONTRACT TO
INDEPENDENT BANK AND AUTHORIZING THE CITY MANAGER TO ACT
ON THE CITY'S BEHALF IN EXECUTING THE AGREEMENTS
NECESSARY FOR PRIMARY DEPOSITORY BANK.
MOTION: Mayor Pike moved to approve. Council Member Beazley seconded.
Motion carried 7-0.
8. Consider/Discuss/Action on accepting Joshua Vollmer's resignation from
the Neighborhood Design Advisory Committee and filling the vacancy. (City
Secretary)
Mr. Josh Vollmer submitted his resignation from the Neighborhood Design
Advisory Committee to the Council.
Council Member Miller was asked to re -appoint a member to the Committee. His
appointment was Erin Thompson.
9. Consider/Discuss/Action regarding a resolution to post food service
establishment inspection health scores.
Like many other municipalities in Collin County, Texas, the City relies on the Collin
County Development Services Department (the "Department") to conduct health
inspections of food service establishments within the City. The Department
periodically supplies the City's Planning Department with results of such service
inspections but there is currently no readily available source of this information for
the public to access on the intemet. Making this information available for public
access on the intemet is intended to encourage heightened food -safety and
handling practices by food service establishments within the City and is consistent
with the City's strategic goals of transparency, customer focus and innovation. Staff
recommends that the City Council delegate to the City Manager the task of setting
forth procedures and methods to publish on the City's website the food service
establishment inspection health scores reported to the City by the Department. The
resolution includes the specifics of how this delegation would be accomplished.

CHILD ABUSE PREVENTION MONTH
April 2018
WHEREAS, nearly 200,000 children in Texas are reported as abused or neglected every year;
and
WHEREAS, child abuse prevention is a community responsibility and finding solutions
depends on involvement among all people; and
WHEREAS, communities must make every effort to promote programs that benefit children
and their families;
WHEREAS, effective child abuse prevention programs succeed because of partnerships
among agencies, schools, religious organizations, law enforcement agencies, and
the business community; and
WHEREAS, everyone in the community should become more aware of child abuse prevention
and consider helping parents raise their children in a safe, nurturing
environment;
THEREFORE, BE IT RESOLVED, the City Council of the City of Anna, Texas does hereby
proclaim that the month of April 2018 to be Child Abuse Prevention Month in
Anna, Texas, and urge all citizens to work together to help reduce child abuse
and neglect significantly in years to come.
