A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING AND AUTHORIZING
THE CITY MANAGER TO ACT ON THE CITY'S BEHALF IN AUTHORIZING THE
EXECUTION OF A LEASE CONTRACT FOR A VACTOR 21001 COMBINATION SEWER
CLEANER FROM KINLOCH EQUIPMENT & SUPPLY, INCORPORATED WITH LEASE
TERMS NOT TO EXCEED THE FINANCIAL OBLIGATIONS SHOWN IN EXHIBIT "A"
ATTACHED HERETO, AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, maintenance of the public sewer system is critical to the health, safety, and welfare
of the public, and;
WHEREAS, a combination sewer cleaner will greatly improve the City's ability to maintain and
service sewer mains, lift stations, and respond to sewer overflows, and;
WHEREAS, City staff has tested and reviewed multiple sewer cleaner options and based on a
formal assessment has determined that the Vactor 2100i Combination Sewer Cleaner best
meets the needs of the City, and;
WHEREAS, the City shall enter into a lease agreement with the terms and costs not to exceed
the financial obligations as shown in Exhibit "A" attached;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS, THAT:
Section 1. Recitals Incorporated.
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization.
The City Council hereby authorizes the City Manager to authorize the execution of a lease
agreement for a Vactor 21001 Combination Sewer Cleaner from Kinloch Equipment &Supply,
Incorporated.

Dear Mr. Minchew:
Thanks to you and Steve for taking the time to meet with Dan Federico and I on
December 23rd to discuss the City's impending purchase of a combination sewer cleaner.
As previously discussed, we offer a turnkey "cradle to grave" equipment acquisition and
operation solution that achieves the best of both worlds..... high productivity and low cost
of ownership and operation. We call this program Mile After MileTM4
Essentially, this is what this program offers:
• Equipment built to the City's specifications and requirements
• A five (5) year
111F 111F warranty for both the truck chassis and sewer
cleaner
• All repairs & maintenance included (except rodder hose)
• Guaranteed minimum 95% equipment availability supported by free of charge
loaner equipment in the event of protracted downtime
This again is designed to offer a low, fixed cost of operation and a correspondingly high
level of equipment availability. This yields a lower cost of ownership per productive hour
which I'll explain later in this letter.
This program is offered as a five (5) year lease with a balloon payment at the end of the
term with a guaranteed repurchase amount from Kinloch Equipment &Supply equivalent
to the amount of the balloon payment resulting in net zero out of pocket to the City.

Five (5) year lease with equal annual payments in advance (first payment due at time of
delivery) of $72,489. A final balloon payment is due at the end of the 5`" year and is fully
supported by a guaranteed buyback from Kinloch Equipment & Supply, Inc. in the
amount of $219,105. Total payments net of balloon is $362,445.
To help assist in your evaluation of the offering, I've added the following:
COST PER PRODUCTIVE HOUR
Assumptions:
• 8 hours in a normal single shift work day.
• 52 weeks in a year equals 2,080 normal work hours.
• ~10 days per year (80 hours) of Federal holidays.
• Net 2,000 normal work hours per year
• Minimum of 95% guaranteed equipment availability

I've included a copy of the preferred configuration for your review. Included in this is the
option to deduct any options at the prices indicated. For general reference, for each $1K
